Lore-like notes (npcs, lore, classes, organizations, locations, concepts, player characters, conflicts, races) become needs-rewrite. Mechanics stay tests-pending, except unique-character stat blocks, superspells and talents already simulated, which become needs-rewrite. Every labelled note gets authorship: ai-draft.
