rules(bestiariusz): fix Inicjatywa formula, add talents/spells, calibrate to veteran NPCs

Inicjatywa was double-counting Umysł and pulling in Ciało via skill
totals; correct formula is Umysł + Refleks bonus + Spostrzegawczość
bonus (confirmed against the player character sheet's actual
spreadsheet formula). Recalculated every NPC form on the corrected
formula, then bumped Refleks/Spostrzegawczość bonuses for trained/elite
NPCs so their Initiative reads above starting-player range, matching
their in-fiction competence. Nil now rolls 4k6 instead of 2k6.

Also: Gotowość do Walki for Xillith (III/IV), Karolina (II, inherited
into III), and Pelagius (x2); Dyplomata and Gadanina for Zayis (bumped
her Empatia to +3 to actually meet Dyplomata's prerequisite); Przeskok
added to Xillith's (unreliable, per table history) and Karolina's
(reflavored as twin short-lived gateways) spell lists.
