vault: publish labels per author guidance, authorship: ai-draft everywhere

Lore-like notes (npcs, lore, classes, organizations, locations, concepts, player characters, conflicts, races) become needs-rewrite. Mechanics stay tests-pending, except unique-character stat blocks, superspells and talents already simulated, which become needs-rewrite. Every labelled note gets authorship: ai-draft. Files with unrelated uncommitted edits are left out of this commit. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01WABdfg7UqxrBfFrE9YrYrw
