Adds rechargeRunicArmor (2 Mana per point, Amulet Osłony) exposed as game.hbm.runicArmor, and moves NBP lookup to a tested module: June window of the campaign year, latest rate for future years, timeout, TRADE.eurRate offline fallback. Vitest 46/46.
