feat: sync rules with vault 2026-10-20 (borrowed mana, Odetchnięcie limit, Oszołomiony, Akcje Natychmiastowe)

Adds src/logic/rules.ts, counters, migration 1.4.0, III/IV mana swap, thaumaturgy school, tests, recompiled translations.
